为明确《临界型发育性髋关节发育不良的诊断与治疗专家共识》的制订方案，确保共识制定的客观性、透明性、规范性及科学性，故发布此计划书。解放军总医院骨科医学部运动医学科发起并组建多学科的专家工作组，依据国际标准化组织(ISO)对专家共识的定义，世界卫生组织(WHO)指南制订手册、证据推荐分级(GRADE)和国际实践指南报告规范(RIGHT)来制订专家共识计划书。专家共识工作组于2021年12月成立，明确了共识指导委员会、制定专家组、编写工作组、外审组及秘书组的组成及职责。计划书确定了利益声明与处理、临床问题构建和结局指标的选择、证据检索和评价、推荐意见的形成、共识的外审、共识的形成发表和更新、传播和评价及目标人群和使用人群等相关问题。旨在制订符合临床需求、科学严谨、利弊明晰的专家共识。

This prospectus was released to set up a plan in developing the expert consensus for diagnosis and treatment of the borderline developmental dysplasia of hip, and to ensure the objectivity, transparency, standardization and scientific nature of the formulation of consensus. This consensus was leaded by the Department of Sports Medicine, Senior Department of Orthopedics, the PLA General Hospital, and established the multi-disciplinary expert group. The International Standardization Organization (ISO) for the definition of expert consensus, the World Health Organization (WHO) guidelines for manuals, the Grading of Recommendations Assessment, Development and Evaluation(GRADE)and the Reporting Items for Practice Guidelines in Healthcare (RIGHT) were referenced to make the protocol. The Consensus Expert Working Group was established in Dec 2021, which clarified the composition and responsibilities of the Consensus Steering Committee, Development Expert Group, Compilation Group, External Experts and Secretary Group. The protocol defined the declaration of interests and funding support, the clinical problems and the outcome indicators, evidence searched and assessment, developing recommendations, external review of consensus, reporting publication and updating of the consensus, promotion and evaluation, the target and user population. The aim was to develop a practical, scientific, rigorous, open and transparent consensus.
